The National Institute of Open Schooling (abbreviated as NIOS) is an autonomous organization that was established by the Government of India and Ministry of Human Resource Development in November 1989.The NIOS is a National Board for Secondary and Senior Secondary Examinations similar to the Central Board of Secondary Education CBSE and the Council for the Indian School Certificate Examinations CISCE.NIOS follows a student-centered method of teaching through Open and Distance mode. It offers a wide range of subjects in comparison to any other formal school. The learners are free to choose subject combination based on their needs. The students study at their own pace from specially designed self-instructional materials. This learning is supplemented by audio-video and face to face contact classes which are held at the study centers on holidays and weekends. The students have freedom to appear in examination in their subjects one by one as per their preparation. The registration is valid for five years.NIOS operates through a network of five Departments, eleven Regional Centres and 2945 Accredited Institutions (Study Centres) in India and abroad.It has a current enrolment of about 1.5 million students at Secondary and Senior Secondary levels which makes it the largest open schooling system in the world.

[edit] International Collaboration

The Commonwealth of Learning (COL) and UNESCO are among the main collaborating institutions helping in promotion of Open Schooling in India and several other developing countries. NIOS has been interacting with several developing countries in their endeavours for promotion of open schooling and capacity building besides organizing advocacy programmes which has led to setting up of an International Centre for Training in Open Schooling (ICTOS). The ICTOS offers Certificate, Advanced Certificate, and Diploma courses in open schooling.
The Open Schooling Association of the Commonwealth (OSAC), established with financial assistance from the Commonwealth of Learning (COL), and having its Secretariat at NIOS New Delhi, functions as a liaisoning agency for information dissemination, coordination and mutual consultation among member countries. The mandate for OSAC is to organise human resource development programmes for functionaries of Open Schools, promote research and development activities and take steps to ensure quality of standards. Through periodic meetings, the OSAC provides forum for discussion on issues of mutual interest and concerns.
To provide a forum across the world for scholarly discussions on concerns and issues in Open Learning/Open Schooling and for disseminating research, theory and practice, including inter-disciplinary studies, the half yearly OSAC.

[edit] Future Perspective

The Open Schooling system in India, which is at a take-off stage, has to have a great leap forward to meet the challenge of making the nation a learning society in a reasonable period of time.
Keeping in view the above, the NIOS has prepared its Vision Document. It provides a framework giving directions in which research, development, training, programme delivery, networking, extension and other programmes of NIOS should be conducted in order to best serve the object of implementing and promoting the open schooling programme in the country.
The NIOS will work mainly as Resource Organisation in open schooling at national and international level with its usual programme delivery role. The State Open Schools (SOSs) are required to assume major responsibility for expansion of open schooling in India, particularly because the prospective students would generally opt for regional languages as mediums for their courses of study.
The NIOS, in collaboration with international organizations like COL and UNESCO, as well as at bilateral level, will strive for promotion of open schooling in the developing countries through various modes such as advocacy, consultancy, training of functionaries, dissemination of information, workshops, conferences etc. The open schooling system with inbuilt flexibilities is going to be a major programme delivery mode of study up to pre-degree level. In India, we are at a crucial moment when a big thrust needs to be given to the open schooling system. It is hoped that the State Education Departments, specially the State Open Schools (SOSs), would also take steps for preparation of their Vision Plans for promotion of open schooling. The NIOS would provide forum for SOSs to share information as also to deliberate on various issues and problems pertaining to formulation and implementation of Vision Plans on Open Schooling.
Medium Term Plan 2006-07 to 2011-12 Keeping in view the provisions of the vision 2020 of NIOS, a Medium Term Plan 2006-07 to 2011-12 has been prepared. It formed the basis of submission of perspective related to Open Schooling System to the Government of India, Ministry of Human Resource Development (MHRD) for inclusion in the XI Five Year Plan of the country. The Chairman, NIOS acted as a Member of the Steering Committees set up by MHRD for preparation of XI Plan for School Education and Vocational Education. Keeping in view the recommendation of the Committee of the Central Advisory Board of Education (CABE) for Universalisation of Secondary Education that 15% of students at the School stage be covered by the Open Schooling System, NIOS has suggested:
(i) Developing NIOS as a potential Resource Organisation in Open Schooling at National and International lelvel,
(ii) Upscaling of the programmes of the existing 10 State Open Schools (SOSs), and
(iii) Setting up SOSs in the remaining 19 States including NCT of Delhi.

NIOS is also gearing up for making a significant contribution in India’s efforts for Universal Elementary Education by stressing on it foundation courses and linking up with Non-formal Education and Alternative Schooling system operating in the country. It uses new technologies for training and teaching purpose mainly to increase access and ensure quality.
