- In this Vietnamese name, the family name is Phan. According to Vietnamese custom, this person should properly be referred to by the given name Quat.
Dr. Phan Huy Quát (1911 - 1979) served as Prime Minister of South Vietnam and also as Prime Minister of the Republic of Vietnam.
[edit] Biography
In 1964, Phan was appointed by Air Marshal Nguyen Cao Ky to form a new government after General Nguyen Khanh was forced to step down as head of the government and re-assigned as ambassador to France.
In 1965, Nguyen Cao Ky was appointed Prime Minister and Nguyen Van Thieu became President by a special joint meeting of military leaders following the voluntary resignation of civilian President Phan Khac Suu.
