Lieutenant General Sir Robert Henry Gervase Fulton KBE, RM (born 1948) is a British Royal Marines career military officer, and the Governor of Gibraltar since September 2006.

Born in 1948, he was educated at Eton College and the University of East Anglia. Fulton joined the Royal Marines in 1972. After serving as a junior officer for a number of years he was appointed to the Staff College at Warminster. From 1983-1985 he was a Company Commander in 42 Commando followed by appointments on the staffs of HQ Training, Reserve and Special Forces Royal Marines and the Commandant General Royal Marines in the Ministry of Defence.

In 1990 he joined the Directing Staff of the Army Staff College, Camberley.

From 1992 to 1994 he commanded 42 Commando RM. On relinquishing command, he became an Assistant Director for CIS Operational Requirements. In 1995 he served in the Rapid Reaction Force Operations Staff in UNPROFOR before the handover to IFOR.

In 1996 he attended the Royal College of Defence Studies followed by the Higher Command and Staff Course. He commanded 3 Commando Brigade RM from 1997 to 1998.

In 1998 he became Commandant General Royal Marines. In 2001, he moved to the Ministry of Defence as an Equipment Capability Manager, and in 2003 was promoted to Lieutenant General, on appointment as Deputy Chief of the Defence Staff for Equipment Capability.

In September 2006 Sir Robert took over as Governor of Gibraltar. He is the first Governor to see a change to the Gibraltar constitution since 1967.

Fulton is currently President of the Royal Navy Cricket Club, the RM Cricket Club, RM Rugby League and the RN & RM Sport Parachuting Association and Vice President of RN Rugby Union. He is married and has two sons. [1]

In April 2007 it was announced that he would lead an inquiry into the capture of 15 British military personnel by Iranian forces. The Chief of the Defence Staff has appointed Sir Robert, a retired and highly-experienced Royal Marine, to head the probe into the operational circumstances and factors leading to the capture.
